Preamble
1.1 On October 6th, 2015, the Ministers in charge of health affairs in China, and African countries, in the presence of representatives from African Union, World Health Organization (WHO), UNAIDS, UNICEF, UNFPA, World Bank, Global Fund to Fight HIV/AIDS, TB and Malaria, met in Cape Town, South Africa, on the occasion of the 2nd Ministerial Forum of China-Africa Health Development.
1.2 Both Sides reviewed, with satisfaction, the current status of China-Africa health cooperation. They reiterated their commitment to continue to view China-Africa health cooperation from a strategic and long-term perspective.
1.3 In order to implement the outcomes of this Forum and chart the future course of China-Africa cooperation in all fields in the next three years under the theme of “Promoting the access of Healthcare service in Africa, Improving China-Africa’s Cooperation in Public Health in post-Ebola era”, and in the spirit of Cape Town Declaration of this Ministerial Forum, both sides formulated and adopted with consensus this Framework of Implementation.
2. Cooperation in Public Health
2.1 Both sides appreciate the health-related goals proposed by the AU Agenda 2063 and the UN Sustainable Development Goals, and committed themselves to
support the achievement of these goals.
2.2 Based on lessons learnt from the Ebola outbreak and the global response, both sides agree to strengthen cooperation in public health in construction of resilient public health system, and enhance collaboration on across-board health issues.
2.3 Both sides realize the importance of establishing a resilient public health system in Africa, especially the Center for Diseases Control and Prevention, both in the
African Union, as well as in individual countries.
2.4 Both sides appeal to, and welcome international partners, including international organizations, non-governmental organizations and academic bodies to
participate in, and contribute to, the strengthening of African public health system.
2.5 Human resources cooperation
2.5.1 Both sides recognize the importance of human resources development in the field of public health.
2.5.2 Both sides agree on improving availability of human resources for health through supporting their development in African countries.
2.5.3 China will continue to provide scholarships and training courses to public health professionals in Africa, both in China and in African countries. African countries will support the recruitment process, ensure that qualified candidates are identified and retained. African countries welcome China’s offer to send public health professionals to work with their African counterparts, and will provide the necessary courtesies and support for them to work in Africa.
